Premier Sandy Silver has made changes to leadership positions in the Public Service Commission, the Department of Energy, Mines and Resources, the Department of Environment, Yukon Housing Corporation and the Yukon Liquor Corporation and Lotteries Yukon.
Paul Moore will move from his role as Deputy Minister with the Department of Energy, Mines and Resources to the role of Public Service Commissioner. Moore is replacing Pamela Muir who is retiring from the government.
Manon Moreau will move from her role as President of the Yukon Liquor Corporation and Lotteries Yukon to the role of Deputy Minister with the Department of Environment.
John Bailey will move from his role as Deputy Minister with the Department of Environment to the role of Deputy Minister with the Department of Energy, Mines and Resources.
Dennis Berry will move from his role as Assistant Deputy Minister of Corporate Services and Climate Change with the Department of Environment to President of the Yukon Liquor Corporation and Lotteries Yukon.
Mary Cameron, who has been acting President at the Yukon Housing Corporation, has now been made permanent.
All appointments are effective on Monday, May 10.
I have had the pleasure of working with all of the individuals appointed today and I am confident that they will continue their excellent work and their commitment to leadership in the Yukon government. These individuals will join the highly collaborative and dedicated leadership team currently in place and will continue to help deliver on our commitments to Yukoners.
I would like to thank Pamela Muir for her dedication to the public service. Pam has had an extensive career with the Yukon government and throughout her time, she has maintained the highest standards as a public servant and as a leader. We are sad that she is leaving the team and will miss her skills and expertise. I wish her all the best in her retirement.

Deputy ministers, including presidents of government corporations, are the most senior public servants in the Government of Yukon. They are responsible for the department or corporation’s budget, day-to-day operations and program development.

Biographies
Paul Moore
Paul Moore has many years of public service experience with municipal, First Nations and territorial governments including Director of the Human Resource and Education Department for the Tr’ondëk Hwëch’in First Nation, and the Chief Administrative Officer for the City of Dawson. Moore joined the Government of Yukon in 2008 as Director of Community Affairs and then became Assistant Deputy Minister of Community Development. Moore was named the Deputy Minister for the Department of Community Services in 2015 and since 2019, has been the Deputy Minister of the Department of Energy, Mines and Resources. Moore holds a bachelor of arts from the University of Victoria and a master of arts in conflict analysis and management from Royal Roads University.
Manon Moreau
Manon Moreau moved to Yukon in 1997 to work for the federal government before moving to the Government of Yukon in 2000. She has held a variety of positions in the Government of Yukon public service and was also the Director of Governance at Kwanlin Dün First Nation in 2009. She was the Director of Corporate Policy and Planning with the Department of Energy, Mines and Resources before becoming the Assistant Deputy Minister of sustainable resources in 2017 where she led the final approvals of the Peel Watershed Regional Land Use Plan. Most recently she was the President of Yukon Liquor Corporation and Secretary to Lotteries Yukon. Moreau has a bachelor of arts from the University of Alberta and a master of arts in political science from the University of Victoria.
John Bailey
John Bailey began his resource management career in the late 1970s with the Ontario Government, working as a technician, biologist and conservation officer. He moved to the NWT in 1982 to work for the Department of Renewable Resources in Taloyoak, Iqaluit, Yellowknife and Inuvik. He was the Regional Superintendent for the Inuvik Region before moving to Yukon in 1989. He operated a small consulting firm, contracting to First Nations governments, the federal government and industry on issues ranging from land claim negotiation and implementation to administration of justice and renewable resource management. Bailey served as an Assistant Deputy Minister with Energy, Mines and Resources from November 2016 until his appointment as Deputy Minister of Environment in December 2018. He completed an honours bachelor of science in zoology from the University of Guelph and a PhD in biology from the University of Western Ontario.
Dennis Berry
Dennis Berry moved to Yukon from Inuvik, NWT, in 2004 to work with the newly created Regional Economic Development Branch of the Department of Economic Development. He has held a variety of positions in the Government of Yukon public service. He served as Director of Fire and Life Safety, Fire Marshal and Senior Director, Strategic Operations with the Protective Services Division of the Department of Community Services. As an Assistant Deputy Minister, he has held multiple leadership roles, and most recently led the Corporate Services and Climate Change Division with the Department of Environment. Berry has a bachelor of environmental studies from the University of Waterloo and a master of science from the University of Guelph.
Mary Cameron
Mary Cameron began her public service career in Yukon as the Director with the Carcross/Tagish First Nation. In 2013, she moved to the Yukon Housing Corporation as the Director of Community Partnering and Lending before becoming the Vice-President of Corporate Services in 2016. Since April 2020, Cameron has been acting President of the Yukon Housing Corporation. She was recognized with two Premier’s Awards of Excellence for her work on housing solutions. Prior to the public service she was the Principal of St. Margaret’s School in British Columbia. Cameron has a bachelor of arts and a bachelor of education from the University of Victoria, a certificate in risk management from the University of Toronto and a master in administration and supervision from the University of Phoenix.
